Introduction
This course is for existing financial auditors who wish to apply to the Clean Energy Regulator to become a registered Greenhouse and Energy Auditor (GEA) and who need to demonstrate appropriate evidence of the NGER legislation knowledge requirements.

The National Greenhouse and Energy Reporting Act 2007
- Part 1 – What’s in the Act?

- Subdivision G, Division 4, Part 6 – Greenhouse and energy audits
This session covers the provisions of the Act relevant registration, reporting and compliance including references to the audit process and requirements.
SESSION 2
National Greenhouse and Energy Reporting Regulations 2008
- Regulation 1.03 – Definitions
- Division 2.2 – Interpretation
Division 2.4-2.5 – Facilities and Emissions
- Division 4.3 – General reporting requirements
Division 4.5-4.7 – Other reporting requirements
- Division 6.2-6.7 – Administration of registered auditors

This session covers the NGERS Regulations, a highly detailed and complex document of more than 160 pages. The session will distil the main components of the regulations to facilitate understanding and assist in identifying related implications for audit teams and their clients.

This session covers specific issues relating to the measurement of greenhouse gas emissions and the production and consumption of energy.
SESSION 4
National Greenhouse and Energy Reporting (Audit) Determination 2009
- Part 1 – Introduction, definitions, types of audits and assurance
- Part 2 – Audit procedures and protocols
- Part 3 – Assurance engagements: planning, performance and reporting
- Part 4 – Verification engagements: planning, performance and reporting
This session covers aspects relating specifically to the audit procedures and processes, including assurance engagement, planning and performing assurance work and verification.
SESSION 5
Carbon Credits (Carbon Farming Initiative) Act 2011(CFI Act)
- Parts 1-3 – Introduction, definitions, issue of ACCU’s, Eligible offset projects
- Part 6 – Reporting and notification requirements
- Part 9 – Methodology determinations
- Part 17 – Record-keeping and project monitoring requirements
- Part 19 – Audits
This session covers the provisions of the Act relevant registration, reporting and compliance including references to the audit process and requirements.
SESSION 6
Carbon Credits (Carbon Farming Initiative) Regulations 2011 (CFI Regulations) and Carbon Credits (Carbon Farming Initiative) Rule 2015 (CFI Rule) with one methodology
This session covers the superseded regulation, in-force rule and a methodology to examine the structure and processes involved in establishing, managing and auditing under the CFI

Greenhouse and Energy Auditor
Why do the training?
To register as a Greenhouse and Energy Auditor, the NGER Regulations 2008 (Legislative Instrument no 127, 2008 as amended) require that applicants have NGER legislation knowledge and be able to provide to the Clean Energy Regulator appropriate evidence of the knowledge (sub-regulation 6.14). Section 7 of the National Greenhouse and Energy Reporting (Auditor Registration) Instrument 2010, requires evidence of how the knowledge was obtained, including relevant training in NGER legislation.

What is the training?

Is the NGERS Course relevant and applicable to non-financial auditors?
No, it isn’t. In order to be a Category 2 NGER auditor the person effectively needs to be a financial auditor. If a technical auditor wants to become part of an audit team they need to partner with an existing registered financial auditor.
